2000 MEETING MINUTES

The meeting opened at 11:35AM
Ron Poustchi (Chair), Michael Lannan (Vice-Chair), and Martha OBrien (Secretary) were all absent from the meeting due to business commitments. Mike McGinley led the meeting and Charles McGinley recorded the minutes.
A sign-in sheet was passed around the room. An attendance list is included with these minutes.
A&WMA Representatives visited each of the committees. Ron Draftz (Micro-Sciences, Ltd.) introduced himself as the new A&WMA Environmental Effects division chair. He complimented the EE-6 committee on their activities and accomplishments. He also stated that the Division is looking for nominations for vice-chair. He requested an updated committee roster. Mike will supply this information.
Vick Engleman also visited the EE-6 Committee Meeting. He discussed the technical program will be developed as it was for the 2000 conference. He also mentioned that there will again be a winter A&WMA conference which will be a multi-topic specialty conference. Odor topics have not yet been considered for this conference.
OLD BUSINESS
Martha OBrien (subcommittee chair) was not present at the meeting. Nor were any subcommittee members. Mike McGinley had discussed this topic with Martha OBrien the week before this meeting.
Mike stated that the guidance document still stands as a November 1995 draft (available on the EE-6 web site). Martha OBrien stated to Mike that she would like to convene a phone conference call or web chat to discuss the guidance document and hopefully present a draft for "final" comment and acceptance at the 2001 conference.
Chuck McGinley mentioned his paper that was presented at the WEF 2000 Odor Specialty Conference regarding a study comparing presentation flow rates. His paper (as other papers have) showed that higher presentation flow rates result in higher odor thresholds. However, his data showed the difference was not statistically different. Copies of this paper were provided.
Mike McGinley stated that the European Draft Odor Sampling and Analysis Standard prEN 13725 was released for comment in December 1999. The comment period closed at the end of January. Each country has reviewed comments submitted to their standards organization. The CEN delegates will meet in September to review the comments from each country and accept a standard. Currently, the standard is expected to be approved as an official CEN standard by June 2001.
Tom Mahin (sub-committee chair) was not present at the meeting.
Mike McGinley gave an update on the proceedings EPA "Health Effects of Odors" Workshop held in April 1998. M. McGinley stated that the workshop proceedings have not been released, however, they are expected to by published in a journal this year. He will keep the committee informed of the status of this publication.
Mike stated that John Walker of the USEPA gave the keynote address at the WEF Odors 2000 specialty conference. He stated that " odors do cause health effects " This created much discussion at the WEF conference about the EPAs position with regard to odors.
Brad Striebig (Penn State University) stated that the EPA has been sponsoring conferences and has published an environmental management guidance document for land application biosolids.
Brent Auvermann (Texas A&M) stated that the issues of odors have risen with respect to RCRA, CERCLA, and Community Right To Know Regulations.
Chuck McGinley reported on the success of the WEF 2000 Odors and VOC Specialty Conference held in Cincinnati, 16-19 April 2000. There were over 300 attendees. This included the nearly 100 "walk-up" registrants. The proceedings are available on CD ROM from the Water Environment Federation.
Chuck McGinley suggested that the EE-6 committee should consider an A&WMA specialty conference in 2003. Chuck stated that WEF is planning a specialty conference in 2002. Chuck felt 2003 was good to be off cycle of the WEF conference.
Dick Pope volunteered to submit a specialty conference proposal form to A&WMA.
Brent Auvermann stated that he had contacted A&WMA about co-sponsoring an ASAE International Agricultural Air Pollution conference (the 3rd) in 2002 or 2003. He had not heard any word from EE-6 or A&WMA. Brent was going to pursue this further.
Sam Cha (Sub-committee Chair) was absent from the meeting. Mike McGinley informed the committee that the ASTM Committee decided against adding 2-butanol as an alternative intensity reference odorant. Instead they decided they would add a "Health Advisory" to the beginning of the standard.
The ASTM E18 Sensory Evaluation Committee republished the intensity standard in April 1999 (as E544-99) with the new "health advisory" annex. There is no mention of an alternative odorant in the revised standard.
There was a general consensus amongst the group that the ASTM actions have placed closure on the issue.
Mike McGinley provided a report on the EE-6 web site. The EE-6 web site is currently the ONLY ACTIVE committee web site in A&WMA! The site has received rave reviews from A&WMA staff.
Mike will update the site after this meeting and the minutes will be distributed via the web site. Members will be contacted through e-mail.
NEW BUSINESS
Mike McGinley stated that there has been "concern" expressed from A&WMA about member lists being kept up-to-date. The EE-6 Committee currently has almost 80 members. Only 10-20 of these members are "active."
Those present at the meeting were in agreement that it is important to attempt to keep contact with inactive "members." However, they also felt that members who have been attending the meetings should be given recognition. Mike stated that he would start by somehow highlighting attendance on the web site.
Members present also suggested attempting to contact everyone on the list and request that they declare their interest in remaining on the committee list. Mike will attempt to make these contacts.
The County Sanitation Districts of Los Angeles County sent a letter to A&WMA and Ron Pouschi (EE-6 Chair) regarding a Water Environment Research Foundation project. LA County Sanitation Districts and CH2MHILL were awarded a WERF grant titled: "Assessment of Municipal and Industrial Odor Sources and Control Technologies from Collection Systems Through Final Use." One part of this grant includes a literature search. The letter is a request for "gray" literature from EE-6 members. This "gray" literature includes unpublished information from "internal memos, project reports, operational wisdom, and tricks employed by operational staff, etc."
Mike McGinley distributed a copy of this letter to those present at the meeting.
